    Town receives federal funds for participation in program

    The town of Los Gatos, never one to pass on federal funds, approved a resolution on March 20, to continue the Disadvantaged Business Enterprises Program (DBE).

    The DBE program, which was established in 1993, is designed to increase minority participation in town work projects. The federal government encourages local participation in such programs, by partially reimbursing local agencies for project costs.

    The renewal paperwork slipped through the cracks last year, so the council found itself in the position of retroactively renewing the program for the 1998-1999 program year. The program has been renewed until August 2001.

    According to Scott Alman, DBE liaison and interim director of Parks and Public works, the reimbursement money constitutes a large percentage of the total project cost. Without the Federal Transportation Department's funds, many of the projects would be difficult to finance.

    A number of future town projects will likely involve the DBE program. The town is planning the seismic retrofit design and rebuilding of the Blossom Hill Road and Lark Avenue bridges over Los Gatos Creek.

    The goal of the DBE program is to have at least 10 percent minority participation in any project. To help encourage minority-run contractors to bid for town projects, the DBE program mandates that the town advertise upcoming projects in both "minority and majority" local media.

    The town also works with disadvantaged businesses to help them overcome financing, or bonding, barriers. As part of that assistance, the program is bilingual, when appropriate.

    Detailed records are kept for each project to ensure the town meets its goals of minority participation. Contractors, wishing to replace DBE subcontractors with non-DBE firms must present their case to the town.
