In today's economy, with unemployment at a record low of 1.9 percent, one might think temporary employment agencies are starving for applicants. In fact, in Silicon Valley's outsourcing climate, temporary agencies are thriving. Of some 300 or 400 in the area, the largest agency is the California Peninsula franchise of Manpower, and it's growing by leaps and bounds. The franchise is not just filling the traditional clerical and industrial slots; it's serving up whole work forces that number in the hundreds, complete with project managers. It is also supplying businesses with high level professionals, engineers and web managers, earning salaries of as much as $150 an hour, as well as micro-biologists, chemists, lab technicians and professional health-care workers.
