Downtown shopkeepers and restaurateurs say the new three-hour limit in town parking lots for the holidays adds one more disincentive to a growing list of reasons not to work in Los Gatos. Faced with rising rents and a decreasing pool of people willing to work in the service industry, employers are raising prices, cutting hours and feeling increasingly frustrated. The growing number of shoppers in the next two months promises to be a mixed blessing for downtown merchants.
