Rising Water: Judie Ciesla's basement on Morse Street has been filled with at least 4 inches of water for the last two weeks. She uses the sump pump in her hand to drain the water twice a day. Water officials say Ciesla and others may be experiencing problems due to a perched aquifer in the area.
