The Fremont Union High School District Board selected Hsing Kung March 11 to fill a vacancy created when one its members was removed in January.
Kung, a resident of Los Altos, was selected from six candidates vying for the position, and was sworn in immediately.
The vote was stuck at 2-2 for nearly an hour, with trustees Nancy Newton and Frank Pelkey holding out for Karin Costa.
At 6:55 p.m., after much discussion, Newton switched her vote, followed by Pelkey, who had been expected to miss the meeting because of illness.
Kung replaces Andrew Springmeyer, who was removed from office after missing three straight months of meetings.
One pressing matter the new board faces is settling contract negotiations with the teachers union. Talks have been dragging on since March 1996.
Residents who may be dissatisfied with the board's selection have 30 days to file a petition calling for a special election, to be held in November.
More than 1,600 signatures are required to challenge the board's selection. Nakamatsu in piano competition
Sunnyvale resident Jon Nakamatsu has been chosen to participate in the 10th Van Cliburn International Piano Competition, scheduled to take place in Forth Worth, Texas, from May 23 to June 8.
Nakamatsu and 34 others were selected from 146 pianists from around the world.
Nakamatsu, a Stanford University graduate, is a two-time winner of the National Chopin Piano Competition.
